The full-scale phase of the conflict started in late 2021 and continues to this day. During this time, tens of thousands have died, and millions have become refugees.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-e2901e1\" id=\"\u0447\u0442\u043e-\u043f\u0440\u043e\u0438\u0441\u0445\u043e\u0434\u0438\u0442-\u0441\u0435\u0439\u0447\u0430\u0441\" data-block-id=\"e2901e1\"><style>.stk-e2901e1 {margin-bottom:18px !important;}.stk-e2901e1 .stk-block-heading__text{color:#000000 !important;}<\/style><h2 class=\"stk-block-heading__text has-text-color\">What is happening now?<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-6044550\" data-block-id=\"6044550\"><style>.stk-6044550 {margin-bottom:18px !important;}<\/style><p class=\"stk-block-text__text\">M23 rebels, allegedly supported by Rwanda, continue to control a significant part of eastern DR Congo. North Kivu and a substantial part of South Kivu are under the control of the rebels. The capital of North Kivu, Goma, has been under M23 control since 2025. The capital of South Kivu, Bukavu, is completely surrounded; reports indicate that the DR Congo army holds only the central areas of the city. The rebels control major roads leading into the city.<br><br>In recent months, reports have emerged that M23 and its allies have intensified offensive actions. Notably, the use of drones has been recorded: in Mushaki, a city three kilometers from Goma, there have been documented <a href=\"https:\/\/actualite.cd\/2026\/05\/10\/sud-kivu-msf-alerte-sur-labsence-de-progres-dans-la-protection-du-personnel-humanitaire\">drone strikes<\/a>. There is particular concern about the use of drones against humanitarian missions: in Mushaki, there was a targeted attack on a humanitarian convoy.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-266cdef\" id=\"\u0433\u0443\u043c\u0430\u043d\u0438\u0442\u0430\u0440\u043d\u0430\u044f-\u0441\u0438\u0442\u0443\u0430\u0446\u0438\u044f\" data-block-id=\"266cdef\"><style>.stk-266cdef {margin-bottom:18px !important;}.stk-266cdef .stk-block-heading__text{color:#000000 !important;}<\/style><h2 class=\"stk-block-heading__text has-text-color\">Humanitarian Situation<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-7618cc0\" data-block-id=\"7618cc0\"><style>.stk-7618cc0 {margin-bottom:18px !important;}<\/style><p class=\"stk-block-text__text\">The humanitarian situation in eastern DR Congo remains dire and is already characterized as critical in several areas. According to <a href=\"https:\/\/www.unicef.org\/media\/179311\/file\/2026-HAC-DRC.pdf\" data-type=\"link\" data-id=\"https:\/\/www.unicef.org\/media\/179311\/file\/2026-HAC-DRC.pdf\">data <\/a>from UNICEF, over 14.9 million people need humanitarian assistance, including 8 million children.<br><br>Medical assistance is severely hampered: many facilities have been destroyed, closed, or are operating with minimal resources.<br><br>In the areas around Bukavu, Masisi, and other settlements, rebels have set up checkpoints on key roads. They collect fees from cargo, including humanitarian deliveries. Private initiatives are also limited due to the risk of attacks on convoys.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-abf17fa\" id=\"\u043d\u0430\u043f\u0430\u0434\u0435\u043d\u0438\u044f-\u043d\u0430-\u0434\u0435\u0440\u0435\u0432\u043d\u0438-\u0438-\u043d\u0430\u0441\u0438\u043b\u0438\u0435\" data-block-id=\"abf17fa\"><style>.stk-abf17fa {margin-bottom:18px !important;}.stk-abf17fa .stk-block-heading__text{color:#000000 !important;}<\/style><h2 class=\"stk-block-heading__text has-text-color\">Attacks on Villages and Violence<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d97c972\" data-block-id=\"d97c972\"><style>.stk-d97c972 {margin-bottom:18px !important;}<\/style><p class=\"stk-block-text__text\">M23 is reportedly carrying out targeted attacks against civilians in captured areas. The situation is particularly severe in South Kivu. Local NGOs and media report mass executions of civilians along the front lines.<br><br>Rebels are resorting to burning villages\u2014there have been cases in the Uvira mountains where entire settlements have been destroyed. Regular attacks on civilians occur along the Uvira-Fizi route. Many are trying to flee towards Bukavu; however, the roads are controlled by armed groups, making migration extremely dangerous.<br><br>In North Kivu, there are reports of forced labor being used by M23 to strengthen positions and build roads. Bridges are unusable for transportation. Electricity and water supply have been absent in several areas for weeks.<br><br>These factors make it nearly impossible to:<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-icon-label !important;}<\/style><p class=\"stk-block-text__text\">According to local media reports, M23 has used drones to strike positions of the Congolese army three kilometers from Goma.<br><br>The use of drones marks a new phase of warfare. The types of drones are unknown; it is likely that some are supplied by \u2018third parties\u2019, while others are homemade.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-e5eb9ee\" id=\"\u043c\u0435\u0436\u0434\u0443\u043d\u0430\u0440\u043e\u0434\u043d\u0430\u044f-\u0440\u0435\u0430\u043a\u0446\u0438\u044f\" data-block-id=\"e5eb9ee\"><style>.stk-e5eb9ee {margin-bottom:18px !important;}.stk-e5eb9ee .stk-block-heading__text{color:#000000 !important;}<\/style><h2 class=\"stk-block-heading__text has-text-color\">International Response<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0ed4608\" data-block-id=\"0ed4608\"><style>.stk-0ed4608 {margin-bottom:18px !important;}<\/style><p class=\"stk-block-text__text\">The main mediators in the conflict are the UN, the African Union, and the USA.<br><br>The African Union has repeatedly called for a ceasefire but lacks leverage over Rwanda. The USA publicly states Rwanda\u2019s involvement in supporting M23.<br><br>As part of the 'Washington process', an agreement was signed between DR Congo and Rwanda in June 2025, outlining the withdrawal of Rwandan troops. In April 2026, a <a href=\"https:\/\/www.africanews.com\/2026\/04\/19\/drc-government-afcm23-rebels-agree-to-ease-humanitarian-access\/\" data-type=\"link\" data-id=\"https:\/\/www.africanews.com\/2026\/04\/19\/drc-government-afcm23-rebels-agree-to-ease-humanitarian-access\/\">protocol <\/a>on humanitarian access was signed in Geneva.<br><br>However, despite diplomatic efforts, the situation remains extremely dire. M23 continues to hold populated areas, and the humanitarian crisis is worsening.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-d3c338d\" id=\"\u043f\u0440\u043e\u0433\u043d\u043e\u0437\" data-block-id=\"d3c338d\"><style>.stk-d3c338d {margin-bottom:18px !important;}.stk-d3c338d .stk-block-heading__text{color:#000000 !important;}<\/style><h2 class=\"stk-block-heading__text has-text-color\">Forecast<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-19ff5bf\" data-block-id=\"19ff5bf\"><style>.stk-19ff5bf {margin-bottom:18px !important;}<\/style><p class=\"stk-block-text__text\">Our project does not expect the situation to improve soon. We are noting one of the largest humanitarian crises since Sudan.
